Personnel (Operational Identity)
Same Operational Identity register as Admin. Use Edit to correct Name, APF Number, Date of Birth, Email, Phone, or Active status. Historical records stay attached. Tick Trainee Packer when training toward Packer B. Packing / Rigging Access flags mark which Gear Track functions may be entered later — they do not grant legal authority. Personnel with historical activity cannot be deleted — Remove marks Inactive.
